Starting a Drug and Alcohol Testing Business 
Presented By: Joe Reilly

An introductory workshop for those just getting started or those interested in starting a new drug testing business.  This session will cover business basics, insurance, licenses, business tools, getting vendors and getting customers for a new drug & alcohol testing business.  Learn how to set up your operation, what products to sell, what markets to seek, what technologies you need and much more.  Get first hand advice on what to do and what not to do.

Joe Reilly entered the world of drug testing in 1993, he is well known throughout the industry and considered an expert on workplace drug testing issues. Joe served for nine years on the DATIA Board of Directors and served as Chairman of the Board from 2004–2008. Joe sold his business Florida Drug Screening in 2007 to CBC Companies (Columbus, Ohio), he retired from the firm in 2009 and currently continues to invest in and manage both commercial and residential properties in Central Florida. He is also active in assisting buyers and sellers in the drug testing industry work through the merger and/or acquisition process.

Elaine Taule is the President and CEO of NMS Management Services, Inc., a full-service consulting company for drug and alcohol testing programs that was founded in 1989. Over the past 20 years, Ms. Taule has been assisting employers and schools with drug and alcohol testing program development and implementation. In 2008 Ms. Taule applied for and was awarded the Random Student Drug Testing Grant for the School District of Palm Beach County. The award was provided by the U.S. Department of Education. Elaine serves on the Board of Directors for DATIA.


Drugs Available on the Internet/Synthetic Drugs
Presented By: Pat Pizzo, Alere Toxicology

Synopsis and Objectives: Introduce attendees to federally regulated and non-regulated drugs available on the internet. To include the many synthetic marijuana metabolites, bath salts, methamphetamine like drugs, plants and other products.   How do these compounds impact the user. Discuss pros and cons of including these in a company’s testing  panel. Updates on where they can be tested and cost of analysis.

Since 1980, Pat Pizzo has served as a senior technical manager and vice president of operations at Alere Toxicology and is currently the Director of Toxicology. Before coming to Alere, she worked as a chemist in the Toxicology Lab for the Federal Bureau of Investigation in Washington, DC. Having been in the industry for over 40 years, Ms. Pizzo is an active member of, advisor to, and participant in many technical and professional organizations of forensic toxicology. She is a former member of the Federal Drug Testing Advisor Board and in that capacity advises SAMHSA on drug policies. As an inspector for the National Laboratory certification Program and the College of American Pathologist Forensic Urine Drug Testing Program she is often called on to perform laboratory inspections. She also serves as a consultant for many national companies. Ms. Pizzo is a Board Certified Forensic Examiner and has been certified as an expert witness in Federal and State courts and has testified throughout the country. She has been a guest speaker on many radio talk shows and featured in newspapers and magazines. She has authored and co-authored several articles that have appeared in the United States and abroad. Many of the policies in effect today utilized by others have been a direct result from her expertise in this field.

Lis Ruehle has been in the Drug-Free Workplace industry since 1998. With 12 years as a DER, she has been through many audits from regulators and the company's internal auditing. Working in Human Respources for over 20 years, Lisa brings a realistic approach to managing a compliant Drug-Free Workplace program. She is often called upon to advise other DER's in setting up programs, preparing for audits and the day-to-day challenges they face. Lisa is currently the Director of Compliance for IMC, a full service TPA/MRO based out of Houston, TX.


Emerging Drug Testing Technologies
Presented By: Joanne Darragh

Evidence biochip array technology performs simultaneous detection of multiple analytes from a single sample. Simultaneous competitive chemiluminescent immunoassays are employed for the detection of drugs on the biochip with matrix dedicated assay kits. The fully automated bench top analyzer Evidence MultiStat has been designed to bring this technology near the point of application. The time to analysis is reduced, but still laboratory standard results are provided. Test results are produced after 30 minutes of sampling.

- Biochip array technology for extensive multiplex screening of drugs made simple.

- Rapid simultaneous detection of amphetamine, methamphetamine, methylenedioxymethamphetamine (MDMA), barbiturates, benzodiazepines, buprenorphine, cannabinoids, cocaine metabolite (benzoylecgonine), methadone, opiates, phencyclidine, tricyclic antidepressants (TCAs).

- Fully automated bench top biochip system for point of application. Self contained sealed unit for minimum user input.

- Matrix specific assay kits (urine, whole blood).

- The system allows simultaneous assessment of control material alongside the sample for immediate result validation.

- Flexibility for the incorporation of new emerging drugs.

 

2000 first class honours degree in Biochemistry (University of Dundee). 2004 PhD in the Department of Molecular and Cellular Pathology (University of Dundee). The research work focused on determining the role of bile acid reflux in the development of oesophageal cancer. Postdoctoral research training fellowship investigating the regulation of cytokines in the immune system by mitogen and stress activated protein kinase. Working in the toxicology field at Randox Laboratories for the past four years with involvement in the validation and release of drugs of abuse assays using Evidence Biochip Array Technology to test for drugs of abuse in a variety of matrices. Currently leading a group of scientists working in this area.


Explaining the Sap Process

John Baxter founded Baxter Assistance Services, Inc. in December 1989. His company is a provider of Employee Assistance Program, Drug Free Workplace Program and Substance Abuse Professional services for employers.  John also provides individual chemical dependency counseling. He is  a Certified Addiction Counselor II, a Licensed Chemical Dependency Counselor, and a Substance Abuse Professional.

This session begins with an overview of the history and rational of the return to duty process and why it is not to be considered "clinical" or a counseling process, but as a "safety" issue.  John will walk participants through the return to duty process and the role that the Substance Abuse Professional plays in this process. Pros and cons of the return to duty process will be discussed.

Dr. Charles Prezzia is currently certified by both MROCCC and AAMRO as well as serving on the Board of Directors of MROCC.  In addition to having been an MRO for 20 years, he also was responsible for both the non-regulated drug testing and safety-related medical exam programs at USX/U.S. Steel for 11 years. According to Statistics from the 2009 National Survey on Drug Use and Health published by the US Department of Health & Human Services, nearly 22 million people, in the US, aged 12 or older admitted to be current illicit drug users; it is estimated that illicit drug use in the workplace costs employers $140 billion annually in lost productivity, thefts, absenteeism and accidents. In addition, approximately 17 million Americans have a serious problem with alcohol; the National Institute on Alcohol Abuse and Alcoholism estimates that alcohol abuse costs the US an estimated $185 billion annually.
