49 CFR 40.33 provides the requirement for collector, which include demonstrating proficiency para(c) and who can do that. 40.213(b)(4) gives info for the BAT instructor. In both cases, either at least one year conducting collections, Alcohol tests or completing instructor training. Your MRO training gives you knowledge of the regulations for drug testing, but not the required proficiency. The MRO has no part in Breath Alcohol testing, and would need training on the regulations and then demonstrate proficiency on the instrument he/she would be using.
