Nearly Half the Nation Reports an Increased Demand for Drug and Alcohol Treatment Six Months After September 11

According to a new survey conducted by The National Center on Addiction and Substance Abuse (CASA) at Columbia University, twenty-three states, five cities and Washington, D.C. have detected an increased demand for alcohol and drug treatment since September 11. The telephone survey of the offices of substance abuse services in 50 states, the ten largest U.S. cities and Washington, D.C. is a follow up to one conducted by CASA in late November/early December. That survey found 13 states, three cities and Washington, D.C. had seen an increased demand for such treatment.

Question: I was involved in a meeting yesterday with a laboratory representative who stated, DOT's new regulations no longer allow alternates to be selected." I questioned him about his statement to be certain I had understood him correctly. He says DOT no longer allows alternate selections for any reason. I must have missed this part of the new regulations! I understand that you can't just use an alternate without good documented reason, but not at all? Please tell me where I can find the specific language in regards to this. Could it be a modal regulation?
Answer: What you heard is correct, but it applies only to the Federal Motor Carrier Safety Administration (FMCSA). It is in 382.305(i)(3). "Each driver selected for testing shall be tested (typo in the regs) during the selection period." DOT realized that there were drivers slipping through the cracks. Example: a driver works only a couple of days a week, and the employer simply skips the driver and moves to an alternate list. Now, no more alternate lists. If the driver isn't working when his/her name comes up, the employer holds onto it and arranges for the test to be conducted when the driver is there. It just ensures that every driver has an equal chance not only of being selected, but of also being tested.
