FMCSA Issues Final Safety Performance History Rule
|

The Federal Motor Carrier Safety Administration (FMCSA) issued new regulations on March 30 that will affect the way motor carriers hire drivers and keep personnel records. One provision of the rule changes the the requirement to obtain the previous two-year’s worth of drug and alcohol test histories to now require that employers obtain the history for the previous three-years. While DATIA opposed this provision of the proposed rule, the FMCSA indicated in the final rule that this change was in response to a requirement to obtain a three year safety history contained in the HazMat Act of 1994. The final rule changes 49 CFR Part 390, and is effective April 29, 2004 with a six-month phase-in period. Since many of DATIA’s members provide services to clients mandated by the FMCSA, we have prepared a comprehensive outline concerning the changes made by the rule. Question: I am very interested in submitting a proposal to enhance the current curriculum of DATIA's Program Management training course. Is it too late to submit a proposal, and is there an award for the proposal that is selected?
Answer: No, it is not too late to submit a proposal to DATIA for the new Program Management seminar curriculum. DATIA has extended the deadline to April 30, 2004.
Yes, monetary awards will be given to the most relevent proposals. Please review the Request for Proposal to get the details on what the specific awards are.
