Congressman Portman Introduces Legislation to Reauthorize Drug Free Workplace Grants

On April 1, Congressman Portman introduced a bill entitled the Drug-Free Workplace Program Reauthorization Act of 2004 that would amend the Small Business Act to reauthorize the Paul D. Coverdell Drug -Free Workplace Program established in 1998. The bill seeks to 1) reauthorize drug-free workplace grants for 2 years providing $5 million for each year 2004 2005, 2) make available $1.5M in additional grants to those existing grantees that provide a plan to provide services through one or more small business development center, 3) extend the grant year from 1 year to 2 years, 4) clarify the eligibility of community coalitions, 5) provide technical assistance for intermediaries and sub-grantees, 6) establish a system for evaluation, and, 7) establish accountability among grantees. This unique one-day seminar is an opportunity for you to explore new advancements in drug testing involving alternative specimens and on-site testing. You will be able to participate in peer discussions on the implementation of the proposed guidelines. As well as, hear from key SAMHSA officials that will provide attendees with an overview of the proposed changes to the Mandatory Guidelines for Federal Drug Free Workplace. We will also have speakers that will address your questions about the legalities of alternative specimen testing.
The Department of Health and Human Services (DHHS) recently released their proposed rules for performing hair, oral fluid, and sweat patch testing in the workplace. DATIA believes that all drug and alcohol testing professionals should be prepared for these possible changes, and have the knowledge necessary to offer their clients accurate information on their options when it comes to alternative testing methods. Question: If for some reason I am not able to renew my certification before the June 1, 2004 deadline, will my certification be dropped?
Answer: No, your certification will not be dropped, but your certificate will expire. DATIA gives everyone a 45 day grace period after the June 1 expiration date before they are dropped.
