The Drug Free Schools Coalition Requests Proposals for Student Drug Testing

The Drug Free Schools Coalition and The Walsh Group are soliciting proposals from qualified vendors and or providers of drug and alcohol testing services. Question: Is it a refusal to test, if the donor refuses to wash his or her hands before the collection takes place?

Answer:DATIA emailed Jim Swart at the DOT's Office of Drug and Alcohol Policy and Compliance (ODAPC) for clarification on this question. Although it is not addressed specifically in the regulations, Mr. Swart says that this IS a refusal to test. Mr. Swart indicated that a collector should take all steps necessary to inform the donor of the consequences that may result from a donor's refusal to cooperate with ANY part of the collection process.
