 DATIA Submits Comments to the Pipeline and Hazardous Materials Safety Administration

DATIA submitted comments on the Pipeline and Hazardous Materials Safety Administration’s notice of intent to issue an Advisory Bulletin on the reporting of contractor drug and alcohol testing data. Currently, contractors  performing covered functions are tested, but the data is not reported to the Office of Pipeline Safety. The collection of contractor data is needed to calculate the minimum annual random testing rate for PHMSA as that number is based on the reported positives. DATIA supports PHMSA’s method of having the contractors themselves, not pipeline operators, submit contractor testing data each year.  DATIA specifically recommended that PHMSA include information in the Advisory Bulletin allowing for consortia/third part administrators to submit the information for contractors. Click here to read DATIA’s comments in PDF.
